Q: What is a Pool Player?
A: A Pool Player is primarily someone who loves the game of softball, and wants maximum participation in our great program.

Q: Why do we have Pool Players?
A: Pool Players provide Team Managers with a fair an equitable way to fill temporary vacancies in their rosters for regular season games.

Q: How can I become a Pool Player?

Q: Who is my Division Coordinator, and what does he do?

It is the Coordinator’s responsibility to assign pool players to teams based on a rotation cycle that assures all participants get equal opportunities to participate as pool players.

Q: Must I commit to a specific number of games to be a Pool Player?
A: No; your commitment is to accept assignments only when they do not conflict with your regular team schedule or for any other personal priority. When you are contacted by your Coordinator for an assignment, you may either accept or reject that specific request without jeopardizing your status as a Pool Player. Q: What if I don’t want to fill in for a particular team?
A: In the spirit of good sportsmanship, Pool Players must accept assignments to whichever team the Coordinator designates, and conversely, Managers must accept the players that are assigned to them.

A:ou will find the details in the COTSL Player Pool Policy and Procedures in your 2006 Players’ Information Packet which will be given to you by your Team Managers prior to the start of the regular season. Player Pool Policy & Procedures

Policy

The Cape Old Timers Softball League (COTSL) will establish and maintain Player Pools in each division to provide Team Managers with a fair and equitable way to fill temporary vacancies in their rosters for regular season games. Pool Players will not be eligible for play-off games.

Procedures

A. Player Pool Coordinators -
Player Pool Coordinators (Coordinators) are assigned to each division by the respective Conference Presidents. Coordinators must play in a division other than the one to which they are assigned as a Coordinator. They are responsible for managing a pool of volunteers and unassigned players that can be assigned to fill temporary vacancies in team rosters for regularly scheduled games.

B. Establishing Pool Eligibility
  1. The Conference Presidents will give Team Managers a Player Pool Participation Form (See example, Attachment A ) which includes their team's roster with a column next to the players names labeled "Participating - Yes/No".
  2. Managers will inform their teams about the Player Pool and its purpose, and ask each member if, in addition to his regular team assignment, he would like to participate in the Player Pool.
    Managers will note each player's choice on the Player Pool Participation Form, and return the completed forms to their Conference President.
    After he has collected all his teams' forms, the Conference President will review them with the Standing Player Evaluation and Assignment Committee (SPEAC, i.e., the League Commissioner and the two Conference Presidents) by no later than the second scheduled practice game.
  3. The SPEAC will review each Player Pool Participation Form and identify the players they feel are "Eligible to Play Up" (i.e., play in an older age group with limited impact).
  4. The SPEAC will then approve the Player Pool Participation Forms and forward them to the appropriate Coordinators.
  5. Any league member who is not assigned to a team, but wants to play in the league, can elect to be a "permanent pool player" by contacting any member of the SPEAC. Once approved, "permanent pool players" will be assigned to Player Pools in their respective age groups.
  6. Once the Player Pool participants are approved per the above, players cannot be added to the Player Pool without the expressed approval of the SPEAC.
  7. Players who join COTSL after the initial team assignments have been completed will be assigned to Player Pools in their respective age groups.
  8. Players who are assigned to a team but are subsequently unable to participate as full-time players will be eligible to be assigned to the Player Pool(s) to which they have been deemed eligible per paragraph B.4 above.
C. Pool Staffing by Division
  1. Division 1 Pool - Division 2 will supply pool players to Division 1. All players in Division 2 are eligible to play in this pool.
  2. Division 2 Pool - Division 3 and Division 1 will supply pool players to Division 2. All players in Division 3 are eligible to play in this pool. However, only those players from Division 1 that have been designated as "Eligible to Play Up" per Section B. above will be eligible to play in this pool.
  3. Division 3 Pool - Division 4 and Division 2 will supply pool players to Division 3. All players in Division 4 are eligible play in this pool. However, only those players from Division 2 that have been designated as "Eligible to Play Up" per Section B. above will be eligible to play in this pool.
  4. National West Pool - Division 3 will supply pool players to Division 4. However, only those players that have been designated as "Eligible to Play Up" per Section B. above will be eligible to play in this pool.
D. Pool Player Assignments
  1. When a Manager knows he will not have at least eleven players available for a scheduled game, he should notify his Coordinator, as soon as possible , that he needs one or two (maximum) players for that game. (Note: The longer the lead time given, the better the chances a pool player can be contacted and assigned. Last minute requests, i.e., less than 24 hours before game time, may not be able to be filled.)
  2. Using a consolidated list of pool players, the Coordinator will start with the first player on his list and go through that list sequentially until he finds a player(s) available for the game requested. Subsequent searches will begin with the next player on the list. The objective here is to give everyone on the list an equal chance to play. Once selected, the player(s) will be given the date, time, team name, Manager's name and the field where the game will be played.
  3. Teams may not use substitute players other than those assigned by their Coordinators. If a team uses a substitute player not assigned by their division Coordinator, it will automatically forfeit the game without recourse, and will also be penalized an additional loss in the league standings. However, the non-forfeiting team will not be awarded an additional win in the league standings as a result of the penalty loss.
  4. Managers will not be given a pool player's name until the assignment has been made by the Coordinator, and once assigned, the Manager must accept the assigned player.
  5. Managers will also be given each assigned player's phone number in case of rain-outs or rescheduling of games.
  6. Managers will assign actual playing positions at game time.
  7. Pool players will bat last in the batting order, but will play the entire game, even if a full compliment of regular team players shows up.
